The programme has the vision to become a graduate study programme institution that is committed to excellence in the fields of organisation, management, development administration, and public policy internationally (source). It also has the missions to:

1. Develop knowledge of public organisations, to conduct an audit (evaluation) of the existing public sector organisational posture, and formulate an ideal organisational structure and process model, as well as formulate a strategy for public sector administrative
2. Develop knowledge of strategic management and functional management (mainly human resources management and public financial management, in the era of Industrial Revolution 0/Society 5.0).
3. Develop knowledge of public policy, to provide policy advocacy, in formulating academic papers, policy briefs, and legislative
4. Develop knowledge of development administration, to provide consultancy to formulate participatory and inclusive development
5. Manage research to develop scientific aspects and scientific applications in the fields of public organisation, public management, public policy, and development administration, and gain national or international recognition by publishing in accredited

The programme educational objectives (PEO) are:

1. to produce graduates who have competencies in public policy advocacy, public organisation, public management and development administration;
2. to produce graduates who are able to compete nationally and internationally;
3. to produce graduates who are able to adapt to the development of science and technology and contribute to solving problems in the field of public administration at local, national and international levels;
4. inculcation an ethical leadership approach based on integrity, transparency and accountability in graduates; and
5. acquire proficiency in leveraging information technology and data analytics tools to enhance organisational efficiency in public service delivery and decision-making
